2009 Performance of Regulatory Reform by the Ministry of Public Administration and Security

1. Simplified Civil Affairs Procedure
- Reduction in the document submission for civil affairs processing with the administrative information sharing system (an integrated portal to be established in the end of 2009) will save about 180 billion won (1.8 billion USD) in social costs by reducing submission of 290 million documents. In addition, e-document management is expected to greatly contribute to administrative efficiency and green administration.

2. More Autonomous Personnel Management of the Central Government
- The revision of the Civil Service Appointment Ordinance in August 2008 ensures more flexible and efficient personnel management to best match the needs of each ministry.

3. Greater Fiscal Autonomy for Local Governments
- Assessment of public enterprises in cities, towns and districts are now conducted at the metropolitan and provincial levels, thus raising local autonomy and accountability.
- With the revision of “Regulations (Central Government) for Investment and Loan Project” in August 2008, prompt screening of public enterprises at the local level will reflect the regional needs and characteristics, thus contributing to the revitalization of local economy.

4. Improvements in the Management of Outdoor Advertising Signs by Local Governments
- Through residents’ opinions, special zones are established in managing outdoor advertising signs, thus preventing system abuse and also enhancing area aesthetics by active resident participation (Ordinance of Outdoor Advertising Signs Management revised in July 2008).

5. Improvement in Duplicate Regulations on Safety Related Affairs.
- With the passing of the “Basic Act on Disaster Safety Management” in December 2008, safety inspections in accordance with relevant legislation will enable duplicate affairs to be integrated to lessen the burden on local governments, improving convenience and efficiency in safety facility management.
