Minister Maeng Hyung Kyu and General Gino Van Begin, Deputy Secretary of ICLEI (International Council for Local Environmental Initiatives), based in Bonn, Germany, signed a Memorandum of Understanding (MOU) on cooperation in green growth on May 6, 2011.
