3. Proactive Service – 1. Providing citizens with services proactively before requested
Identifying services that citizens need and providing citizens with services that make everyday
life easier
Flagship policies: “Welfare Membership” informs citizens of welfare services based on the analysis
of their income, wealth and personal conditions.

4. Proactive Service – 2. Making public services accessible for everyone
Making public services accessible and easy-to-use for everyone
Identifying and solving inconveniences in daily lives on a regular basis
Flagship policies: ‘The Senior User Mode” in the banking apps with bigger fonts, easier interface
and voice recognition is designed and distributed to make banking services more senior-friendly

5. Proactive Service – 3. Going online and digital
Pursuing digital transformation of administrative institutions and public services
Flagship policies: To reduce paperwork, services are digitalized using public information
disclosure system, e-certification, Mydata, etc.

Reflecting proactively voices of citizens in policymaking
Laying the groundwork for easy, accessible communication and participation
Flagship policies: A petition platform, Cheongwon24, is open for citizens to exercise their rights
online which are stipulated in the Constitution

communities
Supporting local communities to be more self-sufficient based on the understanding about their
characteristics
Flagship policies: “Local branding” is designed based on unique nature and culture and
distributed to vitalize the local community and businesses.

Pursuing data and technology-driven administration
Breaking silos to address social challenges
Flagship policies: Disaster data from each government office is integrated for comprehensive
management and analysis and used to respond to disasters and make a prompt, efficient disaster
and safety management system.

9. Competent Government – 7. Reforming organizational framework and culture of
government
Promoting efficiency and productivity of government and public institutions
Fostering a culture that incentivizing hard-working, competent civil servants
Flagship policies: A public-private partnership reviews a government organizational framework
to make human resources plans more efficient.

10. Competent Government – Working in partnership to share government innovation globally
Strengthening partnerships with international organizations in areas of government innovation
Sharing Korea’s flagship government innovation outcomes and initiatives globally
Flagship policies: Government innovation institutions and systems are disseminated in order for
foreign governments to adopt.
